What needs to be decided early

Installed equipment is only the start. Commissioning verifies connections, controls, balancing, alarms, emergency power and the interfaces between systems. Completion is not the same as operational readiness.

The highest-value decisions are made while there is still space to coordinate architecture, structure, equipment access, programme and budget. A clear decision record gives every consultant and contractor one practical basis for delivery.
